As one of the Quality man in Taiwan, Dr. Chih – Han Wang acted as a scholar, quality minister,
TQM specialist, and person who integrate quality sense and techniques into practices.
Dr. Wang finished his under graduate study at M.E. Chung Cheng Institute of Technology in 1960,
after his duty service in military, he went to the states for further study. In the University of
Cincinnati, he received degree of Master of Science in 1966 and degree of doctor of philosophy in
1974, both degrees are major in mechanical engineering.
When Dr. Wang came back to Taiwan, he joined in R&D and manufacture works of high
technology products in Chung Shan Institute of Science and Technology(CSIST). Through study
and practice, he developed his knowledge and technical proficiency for quality management and
assurance technology thereafter. During years from 1975 to1983, he worked in CSIST as deputy
section chief and section chief of quality assurance section, and in 1986, he was assigned deputy
director of Quality Assurance Center CSIST, and then in 1987, director of the Q.A. Center.
During his career period in CSIST, Dr. Wang took time joining in TGMP-4 program, the executive
education program offered by Harvard Business school, Harvard University, and also partook in
other quality related courses to enrich his knowledge concerning quality management. Till the
year 2003, when Dr. Wang retired with the position of Vice Chairman of Strategic planning,
Quality and Management Development, and Director of Supervision and Evaluation Office, he
has devoted himself in Quality works up to 37 years, and among the career positions he held,
mostly conducted as manager or director and with time duration about 16 years.
While working in CSIST, Dr. Wang had once been elected as president of Chinese Society for
Quality(CSQ), and also has been invited to be member of election committee of National Quality
Award, and Board Director of China Productivity Center(CPC). After his retirement, Dr. Wang
was elected the president of CSQ again, and had been invited working as Board Director of
Taiwan Accreditation Foundation.
Early when CSQ, KSQM and JSQC cooperate in holding of Asian Quality Symposium (ASQ), Dr.
Wang suggested that it is necessary for Asian countries or regions to form an quality organization,
this is then realized in 2002 and was named Asian Network for Quality(ANQ), in its second term
board of director, Dr. Wang was elected chairperson of the board(2005~2006).
Honor received by Dr. Wang include CSQ Fellow, ANQ honorary director, National
Quality Award of ROC, Distinguished Alumnus Award of University of Cincinnati, Yun-Hui Medal for
Distinguish Achievement of Quality Promotion in the Public Sector of ROC, Quality Award for
Individuals awarded by CSQ. Most of these honors were obtained through his perseverance in
studying quality science and technology and his hard working in promoting quality practices.
Recently, Dr. Wang continually propose and devote himself in National Total Quality
Management(NTQM) study and its motivation, in his mind, realization of NTQM can accelerate
the reduction of quality difference between developing countries and developed countries. Dr.
Wang consider that NTQM is constructed by four core elements: product quality, service quality,
environment quality and citizen quality, with country safety and political stable as foundation, and
fulfill citizen quality education and form quality culture firstly, NTQM can work as one of the
support for sustain success of nation’s development. Dr. Wang believes that promotion and
implementation of NTQM will upgrade quality of human life, for national and also for worldwide
people; this is why Dr. Wang would like devote himself toward it.
